Job Description

POSITION SUMMARY

The Government Technical Project Manager (GTPM) is responsible for overseeing all technology related projects and initiatives within the government program. The GTPM supports the government implementation team, as well as the IT, Product, Testing and Development teams by managing and coordinating work and deliverables related to product development and interoperability initiatives. This position directly contributes to MediQuant’s ability to meet government deadlines and conditions of satisfaction by enabling team members to meet target dates, identifying and solving challenges, and managing internal and client expectations within funded project amounts. 

The GTPM works closely with other business unit team members as needed to effectively schedule, plan, and manage a variety of cross-functional initiatives. The GTPM will be the bridge between various teams inside the government program as well as outside and drive collaboration across teams. The GTPM may lead or direct the activities of a third-party project team based on business needs.

  1. Project Management. (*)
    1. Accomplishes strategic objectives by overseeing assigned program and project activities throughout PMBOK process groups and knowledge areas and/or utilizing Agile methodologies.
    2. Works closely with project prime contractor, cross-functional teams, and externally assigned project members to develop scope and deliverables, determine required resources, and develop the work plan, budget, and the timing of initiatives.
    3. Ensures that actual costs are in line with the budget and if there are discrepancies in cost, time, or scope, makes the necessary adjustments to deliver the project on-time without overspending.
    4. Responsible for the oversight of any third parties who are engaged by MediQuant to perform services which may include vendor management activities related to HITRUST and other relevant compliance training.
    5. Works with leadership to determine project prioritization and project health.
    6. Sets and tracks project milestones; manages and accounts for unforeseen delays then realigns schedules and expectations as needed.
    7. Produces regular reports to update stakeholders; looks beyond the day-to-day to identify opportunities to improve processes and outcomes and to prevent potential challenges.
    8. Establishes and implements project communication plans, providing status updates and other documents that clearly represent the state of the team, projects, and issues to be addressed.
  2. Change Management. (*)
    1. Provides consultation and collaborates with teams to integrate change management processes and tools into project plans.
    2. Assesses change readiness among stakeholder groups and identifies potential barriers/risks to implementation.
    3. Analyzes the impact of the changes on all areas of the organization and develops viable, actionable items to overcome resistance and effect change.
    4. Develops and executes plans to engage stakeholder groups and manage the process of change.
  3. Process Improvement. (*)
    1. Identifies opportunities for process improvements to help reduce overall project timelines, reduce re-work efforts, and deliver the highest quality product and services to MediQuant customers.
    2. Works with Government Implementation and Technology Services team members as well as prime contractor (as appropriate) to evaluate potential process improvement solutions to address project issues.
  4. Performance and Culture. (*)
    1. Provides input and feedback to leadership regarding the performance of assigned resources.
    2. Supports MediQuant’s culture in promoting great performances and positive morale.
    3. Manages project teams for optimal return on investment.
    4. Oversees collaboration activities of Government implementation and IT teams with internal and external partners.
    5. Understands government protocols as well as prime/contractor relationships with respect to meetings and has the ability to “read the room” with consideration to the rank and role of involved parties.

QUALIFICATIONS.

Required Education and Experience:

  • Bachelor’s degree in computer science, health information technology, or related field.
  • Minimum of five years of successful and proven experience managing software product development and/or systems projects.
  • Minimum of five years of experience leading large complex IT projects.
  • Minimum of three years of software systems development experience with a technology product company, preferably within healthcare.

Preferred Education and Experience:

  • PMP certification strongly preferred.
  • Prior work experience working in a healthcare environment or for a healthcare technology vendor.
  • Prior experience in government contract work.
  • Experience working with Agile Methods and modern programming environments.
  • Scrum Master certification or similar experience.
  • Knowledge of HL7 FHIR standards.

Additional Eligibility Qualifications:

  • PC proficiency and knowledge of Microsoft Office products (Outlook, Word, Excel, Visio, PowerPoint, etc.) required.
  • Experience with MS Project, Workfront, JIRA a plus.
  • Above average written and verbal communication skills required.
  • Strong meeting facilitation skills.
  • Excellent typing skills.
  • Strong multi-tasking abilities.

Supervisory Responsibility. The Employee has no direct supervisory duties, though management of projects including directing project related activities of the project team members will be required.

Position Type and Expected Hours of Work. This is a full-time position, and the hours of work and days are typically Monday through Friday, 8:30 a.m. to 5 p.m. Some flexibility in hours is allowed but Employee must work 40 hours each week to maintain full-time status. Occasional evening and weekend work may be required as job duties demand.

Travel. The Employee may be expected to travel to the company’s corporate headquarters, attend a customer or partner meeting, attend offsite training, or represent the company at a conference. Overall travel expected not to exceed 15% of the time.

Work Environment. Employees may work from our corporate headquarters or work from home. Remote workers will be provided with a company laptop and are responsible for maintaining access to high-speed internet.

Physical Demands. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Position is primarily stationary with the need to stand or sit 80% of the workday.

Manual dexterity: Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Frequently must analyze, memorize, problem solve, read, and perform simple to complex math. May frequently move computer equipment (laptop computer) weighing less than 10 lbs.

Work Authorization/Security Clearance. In compliance with Federal employment laws, MediQuant will verify the identity and employment authorization of each person hired. Additionally the applicant must be a U.S. citizen and will be subject to a Public Trust security background investigation and must meet requirements to obtain a Department of Defense (DOD) network account.
