The IT Manager, Network & Infrastructure is a key leader within the Upperline Health (ULH) Corporate IT team, responsible for the strategic oversight, design, implementation, and ongoing management of ULH’s enterprise network and telecommunications infrastructure across all markets.

This role serves as the technical and operational leader for network engineering, telecom administration, and field network services, ensuring reliable, secure, and high-performing connectivity for clinic and corporate environments.

The IT Manager, Network & Infrastructure oversees multi-site LAN/WAN, Wi-Fi, cloud networking, and voice platforms, while leading a team of network administrators and field services technicians. Although primarily focused on leadership and strategy, this role requires strong hands-on expertise to guide architectural decisions, resolve complex technical challenges, and support mission-critical incidents.

ESSENTIAL DUTIES & RESPONSIBILITIES

Network Infrastructure & Security

  • Oversee the design, deployment, maintenance, and continuous improvement of enterprise network infrastructure, including LAN, WAN, WLAN, SD-WAN, and cloud-connected environments.
  • Manage and standardize Cisco Meraki routers, switches, wireless access points, and security appliances across all clinic locations.
  • Ensure high availability, redundancy, and performance optimization across multi-site healthcare environments.
  • Develop and enforce network security policies in alignment with healthcare regulatory requirements (e.g., HIPAA).
  • Partner with IT Security teams to implement firewalls, VPNs, encryption standards, and secure remote access solutions.
  • Monitor performance metrics, bandwidth utilization, and uptime; proactively address capacity planning and disaster recovery strategies.

Telecommunications & Unified Communications

  • Oversee enterprise telephony and unified communications platforms, including RingCentral and Five9 contact center systems.
  • Ensure voice, conferencing, and contact center services operate reliably for clinical and administrative teams.
  • Manage call routing configurations, integrations, telecom provisioning, and vendor escalations.
  • Supervise telecom lifecycle management including circuit procurement, mobile connectivity, and vendor contract management.

Field Services & Multi-Site Infrastructure Support

  • Lead and mentor the Field Services team responsible for clinic network deployments, acquisitions, and site integrations.
  • Oversee IT infrastructure planning for new clinic openings, expansions, and acquisitions, including site assessments, hardware staging, and go-live readiness.
  • Establish standards for clinic network builds, Wi-Fi coverage, structured cabling, and telecom configurations.
  • Provide Tier 3 escalation support for complex network, infrastructure, and connectivity incidents.
  • Ensure rapid response and resolution for critical outages impacting patient care or business continuity.

Team Leadership & Operational Excellence

  • Manage, mentor, and develop network engineers, telecom administrators, and field services technicians.
  • Set performance expectations, conduct reviews, and support professional growth and technical advancement.
  • Foster a culture of accountability, responsiveness, collaboration, and customer service excellence.
  • Partner cross-functionally with Help Desk, Clinical IT, Security, Applications, and executive leadership to align infrastructure strategy with business needs.
  • Lead infrastructure projects including network upgrades, cloud migrations, telephony transitions, and multi-site expansions.
  • Oversee vendor relationships, service level agreements, budgeting, and contract negotiations for network and telecom services.
  • Maintain comprehensive documentation of network architecture, standards, and operational procedures.
  • Identify opportunities for automation, standardization, scalability, and cost optimization across the infrastructure environment.

SUPERVISORY RESPONSIBILITIES

Directly supervises Network Engineers, Telecom Administrators, and Field Services personnel.

  • Responsible for hiring, training, performance management, and team development.

PHYSICAL & WORK REQUIREMENTS

  • Ability to work on a computer using standard business and technical software.
  • Remote-friendly position with the ability to travel occasionally to clinic sites or company locations as needed.
  • Ability to lift and transport equipment weighing up to 50 lbs when required.
  • Flexibility to work evenings or weekends for planned maintenance, upgrades, or critical incident response.
  • Travel expectations are limited but may include periodic visits to clinics, acquisition sites, or leadership meetings.

QUALIFICATIONS:

Required

  • Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • 8+ years of progressive experience in IT network infrastructure and administration.
  • 2–3+ years of leadership or management experience overseeing technical teams.
  • Strong hands-on expertise in LAN/WAN architecture, routing, switching, VPNs, VLANs, TCP/IP, DNS, DHCP, and firewall administration.
  • Experience managing Cisco Meraki cloud-managed networking environments.
  • Experience with Microsoft Azure networking and cloud infrastructure connectivity.
  • Working knowledge of enterprise VoIP systems, including RingCentral and Five9 platforms.
  • Demonstrated leadership, project management, vendor management, and cross-functional collaboration skills.
  • Strong communication skills with the ability to translate complex technical concepts into business-aligned outcomes.

Preferred

  • Experience supporting healthcare or multi-site clinical environments with knowledge of HIPAA compliance requirements.
  • Professional certifications such as CCNA, CCNP, Microsoft Azure Administrator/Architect, or ITIL Foundation.
  • Experience managing enterprise-scale or geographically distributed network environments.
  • Familiarity with SD-WAN technologies, automation tools, and modern infrastructure architectures.
